Community Right to Bid

The Community Right to Bid is a government policy that gives local communities the opportunity to recognise and 'pause' the sale of land and buildings considered to be of importance to the community.

Your community could use the Community Right to Bid to help save your:

  • local library
  • pub
  • village shop
  • football ground
  • former school
  • allotment.

Medway Council maintains an Assets of Community Value register, which lists the land and buildings that have been successfully accepted following nomination. If any of the assets on the register are put up for sale, the community are given time to prepare a bid and can attempt to buy the asset themselves. The initiative aims to see local residents preserving the facilities that matter most to them by forming community enterprises.

Assets of community value

Land or a building is of community value if in our opinion:

  • The main use of the land or building furthers the social well being or social interests of the local community and it is realistic to think that the main use can continue.
  • The land or building has been used to further the social wellbeing or social interests of the local community in the recent past and it is realistic to consider it will do so again during the next five years.

There are some assets that are excluded from listing:

  • residential properties
  • land licensed for use as a residential caravan site (and some types of residential caravan sites which do not need a licence)
  • operational land of statutory undertakers.

Make a nomination

It's important your community group is eligible to nominate. You can only nominate if you can answer yes to the two questions below:

  • Do you have a local connection to the property you are wishing to nominate?
  • Are you an unincorporated community group with at least 21 members who are registered to vote in the Medway Council area, a parish council, charity, industrial & provident society, local neighbourhood forum, company limited by guarantee or community Interest Company?

It is recommended that if possible, you have an informal discussion with the landowners prior to nominating, as they are best placed to advise you of any plans for their property.

Once we've made a decision

Once we have made a decision we will notify the owner and the nomination group and add the asset to either the:

  • List of nominations
  • List of assets of community value
  • List of unsuccessful nominated assets.
