Investigating floods

As the Lead Local Flood Authority for Medway, we have a responsibility to record and report flood incidents as detailed within Section 19 of the Flood and Water Management Act 2010.

Section 19 states that, on becoming aware of a flood in its area, a Lead Local Flood Authority must, to the extent that it considers it necessary or appropriate, investigate:

a) which Risk Management Authorities have relevant flood risk management functions, and
b) whether each of those risk management authorities has exercised, or is proposing to exercise, those functions in response to the flood.

It is not the responsibility of the Investigating Officer to resolve the flooding, however they will work together with all parties involved to investigate the cause and notify the relevant authority who then have the duty to resolve the flooding. In Medway these authorities could include:

  • Sewerage undertakers & Water supply companies
  • Environment Agency
  • Neighbouring district or borough councils
  • The Lower Medway Internal Drainage Board
  • Landowners.

Where an investigation has been undertaken, a Flood Investigation Report will be produced and published.  Reports will be available on this web page shortly after the investigation is completed.  To find out more, email floodrisk@medway.gov.uk
