Authority Monitoring Report
Section 35 of the Planning and
Compulsory Purchase Act 2004 required every local
planning authority to produce a monitoring report. This report had
to contain information on the implementation of the local
development scheme (LDS) and the extent to which the policies set
out in local development documents are being achieved.
Section 113 of the Localism Act (Local Development Monitoring)
removed the requirement on local authorities to submit the report
to the Secretary of State or the Mayor of London. It came into
effect from January 2012. However, the Act does not remove the
requirement for local authorities to produce a monitoring report
for public consumption with the Secretary of State having powers to
make regulations around the timing, content and form of reports.
The interval between subsequent reports should still be no longer
than 12 months. Therefore we intends to continue
to produce and publish our monitoring report to the same
December timeframe which we have previously followed.
Specific requirements relating to the monitoring report
can be found in part 8 (paragraph 34) of the The Town and
Country Planning (Local Planning) (England) Regulations 2012,
which came into force on 6 April 2012.
The report provides monitoring and statistical
information on a range of datasets for the annual
period running between 1 April and 31 March of the
following year and is a key component in the development
of a comprehensive system for monitoring the current
Local Plan 2003 and the emerging Local
The report comprises two volumes. Volume one is the main report
and volume two contains detailed data and land availability tables
that inform volume one. In 2013 and 2014 a third volume was
added which contained a Local Aggregates Assessment as
required by paragraph 145 of the National Planning Policy Framework
(NPPF). Subsequently, this Local Aggregates Assessment
has been incorporated within volume one.

Previous annual monitoring reports
Prior to 2005, Local Plan Monitoring Reports were produced
separately for housing, employment and commercial land supply.
