Medway Core Strategy Examination Closed November 2013
The Medway Submission Draft Core Strategy
(2006-2028) was withdrawn under the provisions of Section
22(1) of the Planning and Compulsory Purchase Act 2004 (as
amended). The Council issued a Notice
of Withdrawal (pdf 9KB) in accordance with
Regulation 27 of the Town and Country Planning (Local
Planning)(England) Regulations 2012.
In January 2012, the Council approved a Submission Draft of the
Core Strategy. This document was sent to the Planning Inspectorate
for independent examination. Laura Graham, BSc, MA, MRTPI, was
appointed to conduct the examination to determine if the draft Core
Strategy was sound.
Initial hearing sessions were held between 12 and 20 June 2012.
Subsequently, additional information was submitted and the
Examination suspended until 13 January 2013 to allow further work
to be undertaken. Further hearings were held on 22 and 23 May 2013
and the Examination was again suspended pending Natural England
completing a notification process for a possible Site of Special
Scientific Interest (SSSI) at Chattenden Woods and Lodge Hill.
On 19 November 2013 Natural England confirmed the SSSI
notification and on 25 November 2013 the Council withdrew the Core
Strategy. Accordingly the Examination closed.

Further hearing sessions took place on 22 and 23 May.
The Inspector identified matters
and issues arising from the further work relating to Lodge Hill
and the Sustainability Appraisal. The Inspector invited written
statements to be submitted by the 3 May. Copies of the written

As part of additional work requested by the Planning Inspector,
the Council updated its Sustainability Appraisal (SA) of the draft

The council consulted on the draft SA addendum
report in early 2013. The final report takes account of the
comments received and the most recent information in relation to
the Lodge Hill site.
Revocation of the South East Plan
The South East Plan has been formally revoked. As a result, the
Core Strategy document was no longer required to conform to
the South East Plan. The Inspector invited representations on this
matter as far as it related to the Medway Core Strategy
Examination. She subsequently wrote to the council in relation to
of the South East Plan and new household projection
(EX95) (pdf 20KB).
There was further correspondence between the Inspector and
the Council in relation to the implications arising from the
Revocation of the South East Plan.
