Audit of Accounts for year ended 31 March 2023

Notice of public rights

The Accounts and Audit Regulations 2015
Local Audit and Accountability Act 2014

Each year the council’s Statement of Accounts is subject to external audit by Grant Thornton UK LLP. Any person interested has the right to inspect and make copies of the accounts and any relevant documents.

Under section 10 of the Accounts and Audit Regulations 2015, we are required to publish its draft annual Statement of Accounts by 31 May every year. Under section 26 of the Local Audit and Accountability Act 2014, anyone has the right at the audit of accounts to inspect the accounting records for the financial year that the audit relates to, including all:

  • books
  • deeds
  • contracts
  • bills
  • vouchers
  • receipts
  • other documents relating to those records.

Regulations 14 and 15 of the Accounts and Audit Regulations 2015 require that this right and associated rights are exercisable over 30 working days starting no later than 1 June 2023. If this deadline cannot be met we are required to publish a notice of delay.

Notice if given that:

  1. We have not yet published the draft Statement of Accounts for 2022 to 2023 and started the period for public inspection.
  2. We will publish a draft set of accounts as soon as reasonably practical. After that a public inspection will begin. We have been unable to meet this requirement due to delays preparing and finalising the Statement of Accounts for 2020 to 2021 and 2021 to 2022. Delays have causes resourcing challenges in 2022 to 2023 resulting in a delay to the completion of the draft accounts and start of the public inspection.

A further notice will be published setting out the public inspection period as soon as the draft Statement of Accounts for 2022 to 2023 have been finalised.
