How PCNs are issued
A Penalty Charge Notice (PCN) can be issued to you by a civil enforcement officer (CEO).
They may give you a parking fine by either:
- fixing it to your vehicle
- handing it to the person driving the vehicle.
A PCN can also be sent to you by post if:
- a contravention is recorded on CCTV (for example if you drive through a bus lane)
- a CEO is unable to fix the PCN to the vehicle
- a CEO is unable to fix the PCN to the vehicle before it's driven away.
